Uzbekistan remains one of the most energy-intensive economies in the world. Energy use is largely based on fossil fuels, although the country has significant RE potential in solar and wind. Natural gas makes up to 83 percent of total primary energy consumption and more than 80 percent of the electricity mix.
Since the beginning of independence, the Govern-ment of Uzbekistan has implemented its energy policy as part of its socio-economic policy, focusing it largely on maintaining Uzbekistan's energy secu-rity and using energy resources to further the social aims of the society of Uzbekistan.
7. The Project builds on the World Bank energy program in Uzbekistan by scaling up the private investment and commercial financing, diversification of power mix from domestic resources (solar), clean energy transition and decarbonization.
Electricity demand is projected to roughly double to 120 TWh by 2030 meaning that Uzbekistan must scale up low carbon electrification. The Uzbek government Consequently plans on leveraging its expansive renewable energy potential by installing 12 GW of variable renewable energy,7.0 GW solar and 5.0 GW wind, and 1.5 GW of hydropower by 2030.
Uzbekistan's broad economic reforms were expanded to cover energy in 2019 when the government launched a multiphase transition from the state-owned and -operated and subsidised energy sector model to competitive gas, oil and electricity markets with significant private-sector participation and cost-covering energy prices.
A tariff reform should be placed at the heart of Uzbekistan's efforts to reform its energy sector. Natural gas could be saved through improved efficiency, substituted with renewable energy in power generation and turned into higher-value-added petrochemicals.
