A presidential decree enacted in 2020 mandates that all energy projects implemented in the country must comply with Angola's environmental sustainability policies. As a result, for a project to be implemented, it must undergo an environmental licensing procedure to measure aspects including emissions, noise and waste.
Policy, legal and administrative framework The necessity for environmental protection and the requirements for achieving sustainable development are founded on the right of all citizens to live in an unpolluted, healthy environment, as well as the duty to defend and preserve it, as defined in Article 39/1 of the Constitution of Angola.
With the government of Angola aiming to improve electrification while reducing emissions in the oil, gas and related sub-sectors, a series of policies have been implemented to ensure environmental sustainability across the entire energy industry.
To align the energy sector with this commitment, the Angolan government is prioritizing improved cooperation with utilities, independent power producers and the private sector regarding renewables deployment, and in the process, help reduce consumer dependence on expensive power tariffs and diesel generators.
